Utility Coordination

International Consulting and Associates, LTD. (ICA) provides utility coordination services to effectively plan, design and construct highway projects through productive interaction with affected parties during all phases of highway project development. The coordination services occur between the service provider on behalf of the NMSHTD and utilities to ensure that the accommodations of utility facilities within highway right-of-way and/or the relocation of utilities due to highway construction are accomplished in accordance with New Mexico State Statutes, Regulations and Federal Codes.

RECORD (Document) MANAGEMENT:

ICA begins its effort by reviewing design plans, meeting with client personnel and a visit to the project sites to determine the total scope of the work to be performed. A review of the funding source agreements will allow us to become more familiar with project schedule milestones and budgets. In addition, ICA will meet with representatives of the NMSHTD, Railroad and Utilities Section to discuss and further determine the most advantageous procedure and format of information integration. The type and timing of the utility movement is then coordinated to ensure the most efficient relocation possible.

As part of the administrative function ICA will assist the Client with efficient and effective record-keeping procedures. We will at all times maintain a complete digital copy record account of all the project documents in our office. ICA will provide duplicate copies of documents that may be missing. ICA will also assist with any and all required public hearings, possible easement acquisition procedures and execution of related documents. Video Capture, is one of the many vital tools used by ICA in explaining the purpose of temporary construction easement and utility location concerns to the landowner and design personnel. This type of illustration is very effective in public presentations, trial preparation as a witness and litigation matters.

A key element in the successful administration of these types of projects is an open line of communication with all personnel involved. ICA will hold regularly scheduled briefings and provide the client officials with Weekly Progress Reports to keep them well informed of the project progress, and will assist with any committee meeting presentations associated with the proper implementation and coordination of the project.
